Maryland - the place that has Baltimore in it. 

A federal judge has ruled several Maryland gun bans unconstitutional. U.S. District Judge Gerald L. Russell found that laws prohibiting concealed carry on private property without the owner's consent, carrying near public demonstrations, and in locations selling alcohol for on-site consumption violate the Second Amendment. This ruling, from the case Novotny v. Moore, was supported by the Firearms Policy Coalition, Second Amendment Foundation, Maryland Shall Issue, Inc., and individual plaintiffs.
