Pasalnya, lima syarat utama untuk bisa menjalankan skenario new normal belum terpenuhi, yakni high testing site, tight biosurveillance, solid contact tracing, sufficient hospital capacity, dan high risk perception. High testing site adalah penerapan tes Covid-19 secara masif. Tight biosurveillance adalah pengumpulan data pandemi Covid-19 secara ketat. Solid contact tracing terkait dengan sistem pelacakan kontak pasien Covid-19. Sementara sufficient hospital capacity adalah ketersediaan rumah sakit dan tenaga kesehatan yang memadai jika terjadi ledakan kasus.
