In Jeremiah 1:5, God tells Jeremiah " Before I formed you in the womb I knew you, before you were born I set you apart; I appointed you as a prophet to the nations." Jeremiah was set apart to be a prophet to the nations even before God created him. God chose the purpose THEN he created Jeremiah to fulfill the purpose.
