Our top story is: Modesto and its consultant kicked off the city’s effort to create a downtown master plan yesterday morning with a walking tour of that very downtown. About 75 people, including city officials as well as members of the public, embarked on the nearly 2-hour walk that started and ended at the McHenry Museum.
