What are the three Bills?
The Centre passed three Bills — the Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Bill, Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Bill and Essential Commodities (Amendment) Bill.
What does the government say about the Bills?
The government claims the legislations will transform the sector and raise farmers’ income. The Centre had promised to double farmers’ income by 2022. It says the Bills will make farmers independent of government-controlled markets and fetch them a better price for their produce.
What are the new provisions in the three Bills?
The Bills propose to create a system where farmers and traders can sell and purchase products outside ‘mandis’. They also encourage intra-state trade and propose to reduce transportation cost. The Bills formulate a framework on agreements that enables farmers to engage with agri-business companies, exporters and retailers for services and sale of produce while giving the farmer access to modern technology.

Hyderabad has once again experienced low voter turnout despite cutthroat competition and the blistering campaign trail. There seems to be an eminent disconnect between the political mainstream and the average voter. A host of reasons might have contributed to this often-repeated phenomenon of low voter turnout.
The BJP-TRS belligerent electoral fight has raised the expectations of high turnout. But, the acrimonious campaign failed to enthuse the voter.
Pandemic might have contributed to the low turnout to a great extent. The old and those who suffer from comorbidity might have been extra cautious to avoid any possible infection. The surprising aspect is that many of those who avoided exercising their franchise due to fear of pandemic have been availing unlock situation. Voting seems to be not their priority.
The average voter failed to recognise the direct connect between his own living conditions and the need for exercising franchise. The rich and the middle class who take the fruits of democracy granted often ignore the link between their personal wellbeing and good governance that elections can only herald. As noted cricketer, Steve Waugh’s says: “You do not know what you have got until it is lost.”
However, voters alone cannot be blamed. The corrupt political culture that fails to offer radically different alternatives does not enthuse average urban voters to vote especially braving the pandemic.

Bihar’s women voters helped JDU chief Nitish Kumar stave off several adverse factors, including LJP president Chirag Paswan’s attack on the chief minister.
The 43 seats that JDU won would not have been possible without the support of women voters, who turned out in larger numbers than men. Women turnout was recorded at 59.69%, while male turnout was 54.68%.
The increase in women voters since 2010 has worked to Kumar's advantage. Kumar’s decisions on prohibition, reservation in local bodies’ elections, and government jobs have ensured that women overlooked other incumbency factors.
JDU leaders are of the opinion that Kumar must be credited for carving out a women voters' bloc overriding the state's caste factor.

What is the Basic Exchange and Cooperation Agreement (BECA)?

Through the sharing of information on maps and satellite images, it will help India access topographical and aeronautical data, and advanced products that will aid in navigation and targeting.
This could be key to Air Force-to-Air Force cooperation between India and the US. Just as your radio cab (or the GPS in your smartphone) helps you zero in on the path to your destination and helps you reach it quickly and efficiently, BECA will provide Indian military systems with a high-quality GPS to navigate missiles with real-time intelligence to precisely target the adversary.

The central government’s latest retreat on the coveted Polavaram project is yet another example of blatant betrayal of Andhra Pradesh.
Polavaram and special category status were the promises made to the Seemandhra people during the bifurcation. Therefore, the very act of bifurcation executed against the interests of the people of this region is predicated upon these crucial promises. Therefore reneging on these promises is absolutely unacceptable.
The centre has already betrayed on the question of special category status. Now, the centre says it would only fund the construction of the Polavaram project but is not responsible for the expenditure towards land acquisition, rehabilitation and resettlement for the project. Besides, the centre argues that the 2013-14 price level will be taken into account to arrive at the central fiscal obligation instead of 2017-18 prices. This results in a huge difference in what the centre would give and what is required to complete the project.
The central government, thus says it would fund over Rs.20,000 crore while the state government estimates that the centre has to provide around Rs.55,000 crore.
The centre is obliged to complete the Polavaram project. The construction and the rehabilitation and resettlement cannot be delinked. The state government has taken up only the execution of the project.
If the centre refuses to finance over 30000 crore land acquisition, rehabilitation and resettlement expenditure, the completion of Polavaram project itself will be jinxed. The Polavaram project is considered as the lifeline of Andhra Pradesh beleaguered by the bifurcation contrary to the interests of the people of this region.
A similar act of betrayal continues to haunt the state. Polavaram was part of the bifurcation act and the special status was the Prime minister’s assurance in Parliament on the eve of the bifurcation. Thus, the centre reneges on two of these crucial promises.
The political pusillanimity incapacitates the political parties in the state from waging a credible fight on these two issues. The centre exploits this weakness in the political system of Andhra Pradesh.
The TDP and the YSRCP competed with each other to move a no-confidence motion against Modi 1.0 government on the special status. But, both the parties are conspicuously silent now barring occasional noises aimed at political aggrandisement.
Now, on Polavaram too instead of uniting for the interests of the state, both the YSR Congress and the TDP are keen on fighting with each other rather than cornering the BJP that heads the central government.
