Travis Kavulla, a state utility regulator from Montana, discusses his views on the emerging energy imbalance market (EIM) in the West, and explains why the lack of an EIM puts the region behind many other places in the world when it comes to dispatching electricity. Kavulla chairs a working group of regulators who are looking at issues related to an EIM. He will deliver keynote remarks at the upcoming Western Power Summit in Las Vegas on November 5.

The most expensive option an otherwise prudent utility can choose is to do nothing in the face of the growing risk of extreme weather events, which threaten to disrupt electric power generation and electricity distribution.
