This is no longer an amendment this is now base language in the bill.
This year the language has the addition of characterizing flavors.

FDA being directed to promulgate a rule about characterizing flavors
Product standardizing language?
This language was used in the tobacco control act to ban flavored cigarettes
Investigation into what exactly characterizing flavors means
This is sort of unclear but we are investigating what this means
The possibility to ban flavors is there and has always been there since the FDA was given authority to regulate.
OMB or OIRA stripped out the flavors language previously.
This administration is far less hostile to our cause than the previous one was.
If this language stays in this allows us to look at a predicate date change,
CASAA is investigating and monitoring this situation

San Francisco Flavor ban passed last week on first reading.
Mayor indicated he will sign this bill.
May 2018 this bill takes effect. There is still time. This is not over.

States are well within their authority to set regulations and restrictions on how tobacco products are sold and used,proximity limits,legal age to purchase ect.
Smokers and former smokers don't matter to the state. They see us as damaged goods. The focus is on preventing children from becoming broken like us.
