The United States imposed 50 percent tariffs on more than 550 categories of Canadian goods on Saturday, under Section 338 of the Tariff Act of 1930. Those tariffs apply even to goods that would otherwise qualify under the USMCA. Energy, potash and certain critical minerals were carved out.On Monday the President announced that tariffs on Canadian cars, trucks, automotive parts and steel will rise to 50 percent on January 1, 2027, double the current rate. Canada has said it will respond dollar for dollar beginning September 8. Ontario Premier Doug Ford has said everything is on the table, including electricity exports and critical minerals.This episode is not primarily about Donald Trump. It is about how a country sitting on oil, natural gas, uranium, potash, nickel, timber, hydroelectricity, critical minerals, farmland and fresh water ended up in a position where one announcement from Washington can put entire industries into crisis.Trump did not create that vulnerability. He found it.
