Mark Carney announced $51 billion in infrastructure spending last week. In the same week, Ottawa cancelled a $12 million housing deal with Red Deer, Alberta — a city that had completed every federal requirement, eliminated restrictive zoning, reduced permitting times, cut development fees, and finished public consultation. Ottawa cancelled the deal because Red Deer's community said no to one blanket zoning requirement after proper democratic process. When Toronto did the same, the deal was maintained.
