Joe is a liar. He doesn't misremember, conflate, exaggerate, embellish, unintentionally inaccurate, hedging, or white lying for effect.  The man is a pathological liar.  He is dishonest, false, untruthful, deceptive, disingenuous, two-faced, deceitful, and fraudulent.  No other way to explain it.
