Crime hasn't taken a break. There are still kidnappings, theft and burglary of vehicles, and robberies and assaults. And if things do start going back to "normal" crime will increase. Our numbers from NYC are 4778, which shows an increase of 518 from yesterday and from JHU 5150, which shows an increase of 579. The number are still very wonky in that they aren't even close. This points back to the information that is coming out of the crisis management teams. Since this is a Global pandemic there should be a Federal CM team and State Crisis Management teams. And they should be working together. In the business world if a person or group of people in authority were to speak out-of-turn or question the CM leader that person would be relieved of command, and removed.
