pm on July 4th. While the Mall is the best place to see the fireworks, it is very crowded and hard to get to with street closures. There are some awesome spots to view the fireworks, not on the Mall. On the grounds of the National Cathedral, there is an overlook to view the National Monument. Arlington has a few spots as well, Long Bridge Park and Graverlly Point off GW Parkway.
