John Carpenter and Debra Hill never wanted to do any Halloween sequels. After, essentially, being bullied into doing Halloween 2 ... the pair were left with a choice to continue. The choice that was made: Turn the Halloween series into an anthology series with each movie a differnet story on Halloween night.
The legacy of Halloween 3 might just be that, despite failing initially, Carpenter, Hill and director Tommy Lee Wallace were correct in wanting to anthologize the series instead of making it a Michael Myers slasher fest. As sequel after shitty sequel followed it's become more and more clear that the trio was correct.
