Councils across Australia are calling for the federal government to abandon proposed changes to disaster recovery funding arrangements.The proposed changes would see the federal government's contribution -- for disasters such as fires, floods and cyclones -  capped at 50%, whereas until now, the Commonwealth has typically contributed around 65%.
