Britain is one of the most surveilled countries in the world, and has more CCTV cameras per inhabitant than any other country in Europe. The British people are used to being watched - might this account for their muted response to Snowden's revelations? Or is the comparative silence a result of the British government's attempts to stifle public debate by censoring the press?
