Aaron Bernstine (R-Beaver/Butler/Lawrence) for a discussion of his proposed “constitutional carry” bill that would put an end to the requirement for a law-abiding citizen to obtain a permit to carry a concealed firearm within the Commonwealth. A permit would be made available to those who wish to obtain it for purposes of carrying outside the state.
