During this week's episode of NAPS Chat, NAPS President Ivan Butts and Bob discuss the landmark decision issued, on February 22, by the U.S. Court of Appeals for the District of Columbia Circuit. The court ruled 3-0 in NAPS' favor. In NAPS v. USPS, the court concluded the Postal Service violated federal law relating to the determination of EAS pay comparability and pay differentials. In addition, the court concluded, as a matter of law, NAPS can represent virtually all EAS level employees (i.e., postal supervisors and other managerial employees, including postmasters).
Bob also provides an update on the status in the Senate of House-passed H.R. 3076, the Postal Service Reform Act of 2022.
