Should we give incentives based on merit or based on diversity?

What do I mean by this?

In computer science, we don’t have a lot of women in the field.

The ones we do have, like Dana Angluin, are brilliant.

The question comes up - should there be incentives for more women to get started in the industry?

I believe incentives should be based on merit, not on diversity. It may even undermine diversity.
