He greets him and enjoys a meal as Moses tells him in greater details of all the things that God has done. The next day he observes how Moses judged the disputes between all the people. Fearing this would surely wear Moses out, he advised him to appoint judges for the smaller matters and for him to judge the issues that the lesser judges could not determine. Moses listened to the counsel of his father-in-law and finally bid him farewell.
