This past week, the 8th Circuit Court of Appeals issued a ruling that only the Federal Government is allowed to bring a lawsuit under Section 2 of the Voting Right Act.  Mark Gaber, Senior Director of Redistricting at the Campaign Legal Center, looks more closely at the impact of the 8th Circuit’s decision.
