The High Frequency Active Auroral Research Program or HAARP was created to conduct research on the upper atmosphere but it is mired in secrecy. It is comprised of hundreds of high frequency antennae and it is said can alter weather and other natural phenomena like hurricanes and earthquakes. It is said that this research is responsible for un-meltable snow. More importantly, it is said these radio waves can control peoples' minds.
