The month of March marks a grim anniversary for Southern California. On March 12, 1928, the St. Francis Dam collapsed, starting a flood that swept away many, many lives. This disaster was a pivotal moment in U.S. history, in that it forced policymakers to consider their role in ensuring public safety through adequate oversight.
