For the first time in nearly 40 years Cleveland Heights City Council assembles a Charter Review Commission to look at whether or not changes should be made to the city charter. The key issue at hand, should Cleveland Heights switch from a city manager/council form of government to a strong mayor/council government. It turns into a municipal showdown between the current council and a ragtag group of agitated citizens.
