In a word... privatization. Government is NEVER the problem. It's just a machine. Who's driving, is the matter at hand. The disdain and distrust of government is because government itself has been hugely privatized. Exhibit A - 2020 Wall Street bailout in days. Exhibit B - 1200$ crumbs for ordinary Americans. Government works very well, the only question is for who?
