Okay, let us  alter the question for todays current climate. 

If a new medicine was developed that would cure COVID-19 and grant immunity but cause a fatal reaction in 1 percent of those who took it, would you want it to be released to the public?  

worlds estimated population: 7,800,000,000

1 percent of that is 78,000,000 which is roughly 24 percent of America estimated population

current estimated population of USA: 328.2 million
current cases of covid world wide : 68million, deaths 1.55m
current usa cases of covid : 15 million, estimated deaths 300k
