原本阿聯酋預計成立的是「九國聯邦」，但最終巴林與卡達選擇各自獨立，主要原因在於主權順位、人口比例以及歷史糾葛。雖然最終沒有合為一國，但這三個實體（阿聯酋、巴林、卡達）的關係演變非常微妙。
