Ian Finlayson is the Deputy Director of Building Codes and Policy at the Massachusetts Department of Energy Resources’ Energy Efficiency Division.  He has been intimately involved in the development of the Massachusetts statewide energy code that has been tailored to meet the Commonwealth's net-zero carbon 2050 goals. The code emphasizes energy performance rather than simple prescriptive recipes and has been instrumental in bringing recognition of high performance building principles to the code world through the use of a passive house compliance pathway.
