Is healthcare a human right? California recently explored this idea. We discuss the failed California proposal for a state-funded single payer healthcare system. Two bills were proposed: one to create the system called California Guaranteed Health Care for All and a separate bill to fund it.   

The bills died in the senate but would have cost between $314 billion and $391 billion annually. The plan was to finance the bill through a drastic hike in  tax on businesses, workers and high earners.
