Delegations from Russia and Ukraine are due to meet in Turkey for peace talks but the leaders of both countries will not be present, despite President Putin proposing the talks take place. Moscow has notably withheld its top diplomatic heavyweights, which according to Zelensky, means the nation is "not serious" about peace.
